Cornell University climate scientist Daniele Visioni is pushing back against a wave of legislative efforts to ban geoengineering experiments, arguing that such restrictions could block research into technologies that might one day mitigate the worst effects of global warming. In an editorial published in the MIT Technology Review, Visioni contends that while the field is still nascent, the growing interest in studying climate intervention tools has triggered calls to shut down research—a move he says would be shortsighted.
Visioni, who specializes in geoengineering, points to concrete examples of the regulatory pushback. Last year, Mexico enacted a ban on geoengineering activities. More recently, Tennessee's governor signed legislation prohibiting the practice, framed around concerns about so-called "chemtrails." At the United Nations, a coalition of African nations proposed a moratorium on geoengineering, though those discussions stalled after the United States opposed the measure.
The scientist acknowledges his advocacy role in the debate, but he is troubled by the precedent these bans set. "This doesn't mean I support unilateral efforts today, or forging ahead in this space without broader societal engagement and consent," Visioni wrote. However, he criticized the vagueness of proposed restrictions, which often fail to define what constitutes an acceptable "small" test versus an unacceptable "intervention." He warned that such ambiguity could have far-reaching consequences beyond what regulators intend.

Visioni highlights a specific regulatory proposal that would require any group planning outdoor research on weather modification anywhere in the world to notify the National Oceanic and Atmospheric Administration in advance. He argues that such requirements, while possibly well-intentioned, could have a chilling effect on scientists and hinder legitimate inquiry.
The editorial comes amid growing urgency among researchers to explore all possible responses to climate change. Visioni emphasizes that as global warming accelerates, there is an obligation to evaluate potential interventions carefully, weighing trade-offs with open and informed minds. "If there are possible interventions that could limit that death and destruction," he stated, "we have an obligation to evaluate them carefully."
While acknowledging the risks associated with solar geoengineering, Visioni argues that outright bans are not the solution. He calls for a more nuanced approach that allows for controlled research while ensuring broader societal engagement and consent.
